The lore is written down in three places: the forums hold the primers and
the long-form writing, the game's help files hold the reference material,
and the help catalog on our website publishes those files.
The forums
The forum is Agora, at agora.underspire.net.
Two threads are the usual starting points:

The Lore Index gathers the
primers: the Great Houses, the Guilds, the districts, the powers, and the
rest of what the setting is.
Making a Character
covers what a new player should know before applying for a character.

In the game
help <topic> reads the reference material.

On the website
The help catalog publishes the same entries the game's help
reads, grouped by category. Lore holds the houses, the
guilds, the districts, the religions, and the glossary.
